Guangxi ushers in a new opening era via Southward Channel

It was reported that many Chinese goods were found in Sheng Siong Supermarket, a famous chain supermarket of Singapore, in which ‎fructus momordicae of Guangxi, hotpot seasoning of Sichuan and Chongqing and Hami melon of Xinjiang gained their popularity. Since Southward Channel of Singapore-China Interconnection was put into use, the kind of Chinese food products sold in Sheng Siong Supermarket increased to near a hundred with sales volume up by 18%.

Starting from Guangxi, Southward Channel connects southwest and northwest regions of China with countries in Southeast Asia, which also links the Belt and the Road. The construction of Southward Channel marks a milestone, which can be seen as a microcosm of Guangxi’s opening and development.

Since the inauguration of the policy of reform and opening up, Guangxi, found for 60 years, changed dramatically in society and economy. In recent years, Guangxi fully implemented the new mission that is to build an international channel to ASEAN, to create a new strategic pivot for the opening up and development of Southwest and Southcentral China and to form a gateway connecting 21st Century Maritime Silk Road with Silk Road Economic Belt. Guangxi conducted strategy of opening up to drive economy and built a new pattern for all-dimensional development, resulting in a significant improvement of strategic position. Used to be a borderland in southwest region, Guangxi has become a platform and window for China-ASEAN cooperation.

The opening channel becomes convenient

In late June, there were many achievements in the construction of Southward Channel of Singapore-China Interconnection: the cold chain container train between Port of Fangcheng and Tuanjie Village in Chongqing formally began to run; the Southward Channel train and cargo between Port of Beibu Gulf and Yibin Sichuan was put into use; Chongqing City, Guangxi Zhuang Autonomous Region, Guizhou Province, Gansu Province and Qinghai Province have signed memorandum of cooperation with People’s Bank.

In recent years, Guangxi built a three-dimensional international channel to ASEAN from sea, land and air, in which the Southward Channel was the highlight. In March of 2017, Guangxi cooperated with Chongqing, Guizhou and Guansu to start construction of Southward Channel via the connectivity demonstrated project. Now, Guangxi has acquired many achievements: cargo and train from Port of Beibu Gulf to Chongqing and Nanning-Hanoi container train ran normally; China-Europe Trains, Guangxi-Lanzhou Trains, Guangxi-Sichuan Trains, Guangxi-Yunnan Trains and Guangxi-Guizhou Trains were put into use and the number of trains or cargos has been increased.

International shipping in the Port of Beibu Gulf develops rapidly owing to the Southward Channel. Now, it has transported with 47 ports of 7 ASEAN countries and there are 29 routes of regular container foreign-trade cargo with over 200 million tons annual trade volume of the port. Guangxi has preliminarily built a maritime channel connecting China’s inland cities to Southeast Asia, Indian Ocean, Pacific Ocean and Mediterranean Sea.

Connecting with ASEAN both on sea and land, Guangxi rapidly established the international channel on land as it built the maritime channel and attached great importance on the high-speed railway and highway alongside the sea, border and river. At present:

Guangxi high-speed train can reach 12 districted cities and other provinces around with the length of 1751 km and the annual growth rate of passenger traffic volume hit over 30%;

The International Direct Bus from Port of Dongxing to Ha Long Bay and Haiphong has been opened. The total mileage of Guangxi’s highway reached over 5000 km and highway has arrived at 89% counties in Guangxi;

A network of air transporting linked Guangxi with ASEAN countries. The passenger throughput of Guangxi-ASEAN route hit 1.09 million in 2017, up by 25%. From January to May of this year, the taking off and landing sorties have reached 4518 flights and the passenger throughput hit 552 thousand. Now, Nanning Airport has been a hub airport toward ASEAN.

The open platform gradually improves

On May 24, the 10th Pan-Beibu Gulf Economic Cooperation Forum and the 2nd China-Indochina Peninsula Economic Corridor Development Forum was held in Nanning, which is one of the platforms opened for other countries in Guangxi.

Taking China-ASEAN Expo (CAEXPO) and China-ASEAN Business and Investment Summit as platform and bridge, Guangxi built “Nanning Channel” that is to promote bilateral communication and win-win development integrating with political diplomacy, economic cooperation and human communication. At present, “Nanning Channel” has become an efficient channel.

On the meetings and forums held in the period of CAEXPO, China and ASEAN countries expand the fields of cooperation, develop in-depth research and create a cooperation mechanism, resulting in a series of projects, such as Beidou satellite navigation system, China ASEAN Information Port and China-ASEAN Pilot Zone for Border Trade Inspection and Quarantine being landed.

Meanwhile, Guangxi improves the all-dimensional cooperation mechanism docking with ASEAN and a batch of new regionally cooperative platforms is being formed: Pan Beibu Gulf Forum has been held for 10 times; plenty of key projects like China–Vietnam Cross-Border Economic Cooperation Zone and China-Thailand (Chongzuo) Comprehensive Industrial Park have been included as priorities of Greater Mekong Sub-region Economic Cooperation Regional Investment Framework; Positive progress has been made in the construction of Guangxi and Thailand (Yulin) International Cultural Tourism Industry Park and China-Singapore(Nanning) Industrial Park; Nanning and Singapore have reached an agreement in the establishment of Nanning-Singapore Economic Corridor; China-Vietnam "Two Corridors and One Circle" has been steadily promoted; “Brunei-Guangxi Economic Corridor” has been a highlight; China-Malaysia “Two Double-Park” has been built rapidly.

Economy booms

Over the past 60 years, Guangxi’s trade volume surged. 2018 marks the 10th anniversary of taking the development of Beibu Gulf Economic Zone as national strategy. In the past 10 years, with the overall strength rising, Beibu Gulf economic zone made a multiplier effect on economic indicator.

The development of Beibu Gulf Economic Zone reflects Guangxi’s development in economy and trade. In recent years, Guangxi propelled the cooperation with surrounding regions. 

To the south, Guangxi cooperated with the countries alongside Belt and Road, especially ASEAN countries. The trade volume between Guangxi and ASEAN had a huge growth, leading to ASEAN becoming the biggest trading partner of Guangxi for 17 years in a row.

To the east, Guangxi deepened cooperation with Guangdong, Hong Kong, Macao and Taiwan. The economic integration of Guangxi and Guangdong was further promoted and the construction of Guangdong-Guangxi cooperative pilot area speeded up with the pilot policy of CEPA broadening to Guangxi.

To the west and the north, Guangxi cooperated with Chongqing, Guizhou, Gansu and so on to advance the construction of Southward Channel of China-Singapore interconnection. Meanwhile, Guangxi enhanced the cooperation with southwest region and central south region in strategic planning, industrial collaboration, factors allocation and eco-environment protection. In addition, Guangxi lured capita from Europe, America, Japan and South Korea, which accounted for 10.7% of the amount of foreign capital actually utilized.
