Notification of Implementing the Reporting System for Personnel 

Returning to and Entering Guangxi from outside Mainland China 

issued by the Leading Group of COVID-19 Prevention and Control of 

Guangxi Zhuang Autonomous Region

The notification of implementing the reporting system for personnel returning to and entering Guangxi from outside mainland China is issued in order to strictly prevent the imported cases of COVID-19 epidemic. Please act upon the notification as follows:

First, if there are any family members who plan to return to and enter Guangxi from outside mainland China, the family must report the information of the returned family members and relatives to corresponding towns and townships (administrative streets), villages (communities) and the working units of the returned members or the working units of family members. The information should include but no limited to names, countries and cities where they stay right now, date of return, detailed travel routes (including flight transit, etc.), means of travel, contact number and their health conditions. Besides, the family must cooperate with the corresponding towns and townships (administrative streets), villages (communities) and working units in the latter’s effort to exercise management and provide services. Upon receiving relevant information, corresponding towns and townships (administrative streets) and villages (communities) must immediately report the information to the superior leading groups of COVID-19 prevention and control at the county and municipal levels.

Second, all working units with the plan to invite, receive or arrange the personnel returning to and entering Guangxi from outside mainland China must report 48 hours in advance the relevant information of the returned personnel to the corresponding city-level and county-level leading groups of COVID-19 prevention and control. The information should include but not limited to names, countries and cities where they stay right now, date of return, detailed travel routes (including flight transit, etc.), means of travel, contact number and their health conditions, and proactively cooperate with relevant authorities to undergo quarantine for medical observation.

Third, all hotels and guesthouses must exercise good management by registering the information of guests, and immediate report the information to the local leading group of COVID-19 prevention and control once they find guests who return to and enter Guangxi outside mainland China.

Fourth, all government departments and public institutions must exercise strict management of their employees’ passports, and strictly implement the system of asking for a leave and finishing leave to resume work, with all the information registered and put on record. Government officials and employees of public institutions must faithfully report their personal whereabouts when asking for a leave and mustn’t travel abroad (or leave Chinese mainland), especially to countries or regions seriously hit by COVID-19. All working units must faithfully report the information of their employees and the employees’ relatives who return to and enter Guangxi from outside mainland China to the local leading group of COVID-19 prevention and control.

Fifth, all personnel returning to and entering Guangxi from outside mainland China must be subject to quarantine at designated sites and other measures after they have been tested without abnormal conditions. For those who have such symptoms as fever, cough, sore throat, chest distress, breathing difficulties, fatigue, nausea and vomiting, and diarrhea, or who have had contact with confirmed or suspected cases of COVID-19, they must immediately go to the closest medical institution for diagnosis and treatment, and report such information to corresponding villages (communities) and follow their management.

Sixth, all personnel from outside mainland China must report to the customs and border control staff the information of their activities and stays in the past 14 days outside mainland China, and cooperate with the staff for inspection, check and quarantine for medical observation.

Seventh, the accountability mechanism must be strictly enforced. The working units, families and individuals who are late or fail to fully report the information, conceal the facts and report false information of the returned personnel from outside mainland China with serious consequences caused must be held legally accountable pursuant to laws and regulations. Those working units, towns and townships (administrative streets), communities and villages with management loopholes and dereliction of duty shall also be held accountable. The personnel from outside mainland China who intentionally conceal or do not faithfully report their information must not only bear the relevant costs during the quarantine period, but also other costs directly incurred from their aforementioned wrong practices.

Eighth, if the general public have found that the returned personnel from outside mainland China have entered Guangxi illegally, failed to faithfully report their information after entry or disobeyed the quarantine regulations, they can give the tip-off to the city-level and county-level leading groups of COVID-19 prevention and control. If the tip-off is true after investigation, the whistle-blower will be given rewards ranging from RMB 3000 to 10000 (such funds will be borne by the city-level and county-level leading groups which deal with the case, and the corresponding-level finance should offer financial support). All city-level and county-level leading groups of COVID-19 prevention and control must designate personnel to be on duty and guard, open special telephone lines to timely receive reports of the travel information of relevant personnel and the tip-offs, and provide management and service according to laws and regulations.

Ninth, this regulation shall go into effect upon the date of its issue, and expire upon the date of the relief of COVID-19 emergency response.
